Technology to support participatory policy making

In a broader sense, it feels like VoteTech is what it's all about. I briefly looked into D-Agree, but it seems like the discussions are not converging and there is no clear conclusion. When looking at Tokyo COVID-19 Countermeasures Website, it is possible to have discussions using the features of GitHub. So, it seems that the issue lies not with the system itself, but with the difficulty of setting the focal points. Of course, it helps that engineers have a high Language IQ. In that case, I think platforms like Scrapbox have plenty of forum-like functionalities.
